This could be due to a corrupted Windows startup process. Try booting into Safe Mode by holding the Shift key while selecting Restart. Once in Safe Mode, run sfc /scannow in Command Prompt to check and repair system files. If that doesn’t work, consider performing a Startup Repair using a bootable Windows installation media.
