I’ve read that this can happen if another antivirus software is conflicting with Windows Defender. Try uninstalling any third-party antivirus programs, and then restart your PC. After that, check if Defender starts automatically. If it doesn’t, you can manually turn it on via Settings > Update & Security > Windows Security.
